
The New Government's Focus on Lithuania's Defense and Security Industry
In the approved program of the XIX Government of the Republic of Lithuania, special attention is given to strengthening Lithuania's defense and security industry and its integration into global supply chains. This program clearly defines priority directions and the geography of international cooperation, which will ensure the long-term competitiveness and innovativeness of the country's defense sector. It is crucial that these objectives are thoroughly developed in the Government’s Implementation Plan, scheduled for approval on March 12, 2025.

- Among the key priorities are the development of the national defense industry and technologies, as well as the formation of a defense industry ecosystem in the eastern and northern NATO and European Union (EU) areas. To achieve these goals, planned incentives will help to develop defense innovations in Lithuania’s economic sector and strengthen ties with allied defense industries and innovation infrastructures.
- Lithuania actively supports the integration of national defense industry companies into EU and transatlantic defense industry markets. To achieve this goal, participation in NATO and EU dual-use technology development and promotion initiatives is particularly important, as these initiatives create opportunities for developing and applying innovations in an international context.
- One of the main projects—the acquisition of small modular reactors, liquefied natural gas infrastructure, and weapon systems—is being developed in cooperation with U.S. and EU partners. This collaboration also involves Lithuania’s defense industry integration into the U.S. defense industry value chains, providing opportunities for local companies to contribute to global supply chains.
- Lithuania is expanding its cooperation with democratic countries in the Indo-Pacific region, including Australia, Japan, the Republic of Korea, New Zealand, and Israel. This strategic cooperation creates new opportunities for Lithuanian businesses, particularly by strengthening defense and security ties with Japan and Southeast Asian democracies.
- The strategic partnership with Poland is based on a 360-degree principle, encompassing defense and security collaboration as well as the development of strategic transport and energy infrastructure projects. Special attention is also given to cooperation with Ukraine, focusing on strengthening its defense industry.
- To attract investments and promote defense industry development, Lithuania continues to improve conditions for large-scale manufacturing projects, including the creation of “green corridors.” Additionally, special attention is given to strengthening cybersecurity and defense systems, ensuring technological and infrastructural advantages.
